I agree, to an extent, that pop radio is almost nonlinear when it comes to their playlists. there are over 150 pop stations in the nation, and all of them aren't going to sync up to play the exact same things or have the exact same playlists. most "popular" songs don't usually get heavy rotation until, as Ulrihs stated above, they are in the top ten or #1 on the Hot 100.

you can see that they're are clear differences in both stations' playlists. it's a mess because some of these songs (Take Care for example) are quite old, yet they're still getting placed in top 20 lists across the nation
it's no wonder why some songs take "so long" to take off.
