While I don't think it's fair to say "worst except her first two", as it really is a very good album (and personally I prefer it over GGGB), I would say it definitely feels strange in her chronology.

Unapologetic would have been a logical and cohesive progression, but
Loud was sort of thrown in there as a happier album to contrast with
Rated R.
