So say you need to get the last spoon 3 times in a row to get the "shooting the spoon" prize, starting with R9 and ending with R11. The only person who is going to be eligible for the prize is the person who got the last spoon in R9, so it would only be one person going for it at a time.

Well then in that case, the round number that starts the 3 in a row would have to be pre-selected by Element and be unknown to the players until that round has passed. Because if everyone knew that R9 was the beginning of this 3 round combo, then nobody would spoon during R9 because everyone would try to be the last spoon for that round.
If it DID remain a mystery until the first of the three rounds has passed, this could actually be a pretty cool idea. Although I feel like it'd have to be more in the middle of the game as opposed to the beginning since you're not really taking on much risk by trying to get the last spoon in the early rounds since there's often long breaks between the last few spoons.
