The concept and belief that all lives are equal and matter isn't racist but using the phrase to counter a black person saying "black lives matter" is because if all lives matter to someone, it shouldn't bother them when a racial group says that black lives matter, or that asian lives matter, or that LGBTQ lives matter, etc.
