Depends on:
-The tour.Everytime there are different "rules" and different kinds of tickets.If you're lucky and rich enough to get the best ticket then you'll get your privileges.
-The venue.Not every venue gives you the possibility to get backstage tickets.When I saw Adele there was only one kind of ticket,no seats and absolutely no meet and greet.The place is normally a small disco with 2-4000 people capacity and it would have been impossible.
-The artist.There are artists that don't do that kind of stuff.I saw Paolo Nutini in november and there was no such possibility even if I was in the gold seats.He got on stage,gave us everything he could,touched our souls,changed our lives but no backstage stuff.
He is a really private person and doesn't believe in a "personal approach" to his fans besides his music.
You'll just have to wait and when the tour is announced follow the instruction they'll give you
