I think it's intentional and it's about being reduced to silence when trying to speak up, to request help. When she says "Save that angel, catch that angel", these verses also end abruptly.
It also sounds pretty "weak" when she sings it, so I assumed that it's supposed to represent the final words of the deceased and the abrupt end is their death.

Gaga is 30 and chart success beyond that isn't that common so her making music she wants to at this point makes the most sense instead of trying to pander to trends and radio (no main pop girl that released this year has done that, ANTI didn't except Work which was obviously made to be a hit).
Gaga is respected enough in the industry to work with whoever she wants so hopefully this album gets the positive reviews it deserves.

No sis it hasn't worked like that for a while now. 'Pre-order effect' is gone.
Her presentation for Joanne is perhaps as finite an end as we will get to the Zany, Weird Pop Star phase of the early 2010s (Katy Perry wearing a cube on her head to an awards show; Miley Cyrus constructing a skull made of french fries in a music video). All of that would seem silly now, if a pop star tried it.
