It was always obvious 'Outrageous' would be, eventually, a single.
Not only Jive wanted it as the first single [and as you probably know, Britney wanted 'Me Against The Music', and after bringing Madonna, Jive agreed. Also, Jive didn't want Toxic as the second single, they wanted '[I Got That] Boom Boom', eventually, as we all know, Britney's will was fulfilled], they've signed a contract with R. Kelly where they obligated to release 'Outrageous' as a single, at some point or another.

Britney Spears won’t just be singing in her next music video — she’ll be directing it too. The ‘Toxic’ star, 26, will go behind the camera for new single Radar, which is out in July.
A source said: “She wants to make sure it’s exactly right.”
The singer’s last video, directed by Robert Hales, saw an animated Spears work her way through a futuristic world for the single ‘Break The Ice’.
Meanwhile, Britney is set to make another guest appearance on CBS sitcom How I Met Your Mother.
“The show is ecstatic and so is Britney,” a source told People.com. “She had so much fun the first time around she really wanted to come back. It was a mutual decision to work together more.”
Spears will do just the one episode, the source says. Fox studios would not confirm the appearance.
The ‘Gimme More’ star first appeared on the show on its March 24 episode, playing a a bubbly, sweet, receptionist at a dermatologist’s office who fell for one of the show’s main characters, played by Josh Radnor. She received wide accolades for the spot.
“She was hilarious in the table-read, and I got to see her do the run-through as well, and she was great,” cast member Jason Segal said.

Britney Spears was so moved by the stories told on Idol Gives Back on Wednesday, April 9, that she donated $25,000. “She did it all on her own. She watched the show and cried for like two hours over the children in Africa with malaria,” a Spears family insider tells Life & Style. “She didn’t know much about the disease, so she Googled it. She was horrified to realize kids were dying from mosquito bites. So she went online and donated after getting [her dad] Jamie's permission. She used her Amex.”

and Break The Ice is becoming bigger on radio than POM was, so i dont know where you get your point that other singles cant achieve the same or better success.
And if Radar actually has a video and she actually promotes it, then it will do fine.
The only problem BTI has is the video and Jive hasnt pushed it as much as other singles...
