Her original A&R guy at Capitol claims that he played Waking Up In Vegas for the Capitol executives, they loved it, signed her, took 3/4s of her 2007 album 'Fingerprints', added the Dr Luke tracks (and the title track, I believe) and created what we have now. I'll have a
quick look for the interview, but if the clock hits 1am I'm going to bed.
Though he has been known to exaggerate (he claimed she only wrote 12 songs for Teenage Dream and that's what made the album, when we know of at least 16 tracks), so take what he says with a pinch of salt.
