"All I Want for Christmas Is You" is eligible to chart again on the Hot 100 under the new rule. It will definitely be strong enough to enter the top 50. Let's hope Bill-mess-board stop applying new rules (in this case, against Holiday songs). They seem so biased nowadays. "All I Want for Christmas Is You" deserves a new peak. #83 doesn't represent its actual chart performance.
The song peaked at 60 million (more or less) on airplay in the recent years. The general public has been supportive as you know, so this is the chance. MC's US fanbase must push this in the Christmas week! A download campaign would be awesome. Top 10 guaranteed.

I think this is messing with the charts. Charts should represent popularity, and should not depend on whether the song was released long ago or if it's current. If people are still buying it and it's being played on radio, that should determine its position on the chart.

There's nothing to be confused about. That rule is old. And there's no reference. Wikipedia always a mess.
In 2012, Billboard started allowing old material to re-enter the Hot 100. It's still unclear if applies to Holiday songs, though.
It's really sad that musics like these will have NO CHANCE to chart and sale if it is to be released today.
