Not everything a company releases is released with the intention of becoming a best seller. If SM wanted another top girl group they would have gone with the SNSD formula again like they will in a few years. 7-9 members, all mostly pretty, typical image focused on looks, mediaplay 24/7, etc.
I mean if you REALLY want to sit here and act like you believe SM planned on Red Velvet being one of the top girl groups then Ok I guess

Twice is a literal carbon copy of SNSD. I fail to understand why you think JYP would have the brains to copy SNSD formula but SM wouldn't?
SM knows that just about any group they release will get popular. Why debut another SNSD while SNSD is still popular? Red Velvet is more of filler until another SNSD is needed.
