I think the Grammy awards performance, Grammy win, Oscars performance, AHS, etc. and all the rest of the things she's done or won this year are sufficient enough to warrant recognition as one of the foremost women in music this year. She might not be the HBIC, she might not be selling like Taylor (and this was announced and decided well before Adele released), but she's working hard and she's getting recognition.

Why are people acting surprised as if they didn't know about this weeks ago? As if they're not perched on everything Gaga does? So transparent.
I love everything about this.
I feel so excited and happy to see her in such a good place finally. The future looks so bright, I love her so much.

This is Billboard, a music magazine that maintains a record chart, so you expect at least a new successful album or a musical project. And if not, then there are so many artists who did much more important things from musical, artistic and social aspect than her, which had nothing to do with just reinventing image, winning some awards, sneaking back into GPs favor and play in a popular TV show. Artists that addressed war, oppression, discrimination etc. in their works. So if its not about charts, why not them then?

So on one hand you're acknkwledgeming the commercialism of the magazine through its charts, but then you're surprised when their attempt to focus on qualitative metrics to choose a woman of the year doesn't include social justice advocates or artists who talk about war and other issues?
There are many reasons why Billboard might have chosen this. They are not your reasons or what you might choose, but they're not nonexistent.
I think we all realize that a part of this is just buying into her small "comeback" and investing in her in case she hits big again.

Lol, that was just a rhetorical question. Of course I wouldnt expect a commercial chart mag to acknowledge the artists who have the guts to discuss those issues by giving them the artist/woman of the year title, I was just saying that Gaga fans claims trying to justify the choice by saying its thanks to her "social projects" are baseless.
As I said, dunno what they were thinking, probably just used the Oscar momentum Gaga had, but I dont think she will go down to music history as the woman of 2015 without at least releasing something. I fully agree with your last sentence

Once you take out Taylor (won it last year) and Adele (was announced before her comeback), Gaga is definitely the most accomplished this year. Don't disagree if you can't genuinely think of a better option.
