We have moral philosophy for a reason. There is clearly a distinction between whats right and wrong and offending people and mocking them nationally is not the right thing to do.

Hi. Welcome to the internet, where everyone from bored soccer moms to members of ISIS have a platform to voice whatever the hell they want. Yet there's no sense of increased calamity every single day.
Speech is an expression of one's thoughts, one's musings, etc. No one will get arrested or killed for posting "Down with the gov't" online (unless you are living in a repressed society) as ISIS and countless terrorists do regularly on Twitter, youtube, etc. I even defend THEIR right to voice their hatred and anger. The line is only crossed when they act on these thoughts. Which is where the line between hate speech and terrorism is. It's one thing to tweet about hating americans. It's another thing to kill them.
Just as it's one thing to mock religion. It's another thing to KILL in the name of religion.
The former is an essential human freedom. The latter is a barbaric action not even fitting of animals.
