Nice research, but there's one point that turns it invalid.
US charts NEVER influenced UK charts or it's charts in any way or vice versa, the UK don't follow what's being played in the US or whatsoever so it doesn't matter for the UK release if American radio refuses to play Sirens.
Cher hasn't done promo in the UK since JANUARY 2012, but everytime they mention her on a TV show her name trends in the UK on Twitter (Last weekend on BGT somenos sang STAY and she started trending on twitter).
Sorry I'm late and Sirens were put in the UK iTunes out of sudden for pre orders, without Cher being there for 2 years, so do you really expected it to be slaying so far? Btw the last promo single got top 100 in the UK iTunes.
2 weeks ago she announced she's back in the UK in June and July and She will do a lot there to promote her music AND her new image since she's changed so much which will get people talking a lot.. She has already photoshoot booked with UK mags and a radio tour in the UK.
I'm not saying she will block Cheryl but you can't say for sure she will flop based on these stats.
