I would say it did flop. Let's face it. The bar for katy is higher for a reason. More money, promo, etc, is pumped into the promotional vehicle than on say, a song like "sweater weather".
The same way an indie film is considered a success when it makes half of what an overhyped major motion picture film does. It has to do with ROI and how much promo you put in.
Dark horse smashing like it is with little promo is a clear example of the flip side of this.
I applaud Capitol for not discounting Unconditionally. Clearly they are making smart financial decisions, not just to pad Katy's ego and Hot 100 résumé.
