It keeps on failing because the servers are a mess rn, like every iOS user is trying to update.

I didn't have enough space for the update, so I'm sitting here deleting apps/photos/videos now to clear up space

Download complete and verified, now it's installing on my phone

Let it rest for 5-10 minutes and try again. Mine is (apparently) downloading after having the same problem
