Sis, if you want to play it like that then Anouk is the voice of our generation. She's huge in the Netherlands and even blocked Born This Way from getting #1.
If they can easily rack up several 5-6+ platinum singles even with piracy then they definitely have some sort of impact on the GP. But I do agree that sales can be quite irrelevant.
I would like to think that the voice of our generation will mix popularity and some kind of message cuz' if not than it only comes down to the highest selling artist which is wrong in my eyes.
Considering this, I would love to think of people such as P!nk and Kelly Clarkson as those.
Pink might mix those the best even if she never is the IT girl, I think with songs like Dear Mr. President she kinda won me for this. Kelly is def' the voice in terms of singing but on top of that with album such as MD she def' put down alot of songs that everyone could relate to. She only falls in popularity compared to P!nk but than again she got a bit more star power than P!nk.
Don't get me wrong, I love Katy and up to BTW I was a GaGa stan, I think Katy songs are a bit too commercial and Gaga was too up until BTW where she went a little over the edge overall for my taste (I still rock to Marry The Night though ).
I would throw in Adele but people only started to know her with 21 mostly so one album won't cut it for me right now and I'm probably leaving a bit more singers out but at least you can get my take as for Katy & GaGa.
Katy just because I feel like her Fame right now is far to dependent on her Radio sucess, if she gets a flop I feel like she'd be easily disposable.
Gaga is too polarizing, most of the GP don't really like her that much, and I feel that although this isn't completely true her message is only related to LBGT, which is not the majority of this generation.
Lady Gaga isn't that great of a singer and she uses too much autotune, imo.

And another thing I notice is that Katy likes to explore her voice. Katy always tries to use her head voice in songs while I have never heard Gaga sing in her upper register or even try to. That's not due to her range because almost anyone can do head voice or imitate it.
