Yes, but thats entirely different from bias.
Judging by the poll results, most, if not all, of those who voted for Gaga were Gaga stans. Stan bias is when someone blatantly ignores the truth in front of them in support for their fave. It's like pitting Mariah Carey against Gaga in a poll on ATRL and asking who is the better vocalist. Of course, Gaga stans will vote for Gaga in support of their fave even though the blatant truth is in front of them that Mariah is the better vocalist, and rightfully such.
And ATRL is barely reflective of the general public. You can't compare a stan to a member of the general public, its just not a plausible thing.
And lastly, on your comment regarding her having the most fans; she's accumulated those fans over the past 4 years, she didn't just gain those fans off of her last single. We're talking about
right now, this very moment. Having the biggest fan base might make you the biggest pop star
in general, but that does not certify you as the biggest pop star at this very moment.
