If we're going by just singles, then FF even though Love On Top is more memorable than any single from that era.
4 wins in album sales & awards and most importantly, the MCSWT 1.0 out-grossed the FF tour by a large margin.

How so? Just because of the VMA performance? Nobody remembers any song off of 4. Plus, 4 had 100x the promo that FF had so of course it would sell more albums (with all that promo 3 million albums sold is kind of a flop). Britney had a #1 PLATINUM album, a #1 single, 2 top ten hits, she was honored with a Vanguard Award, she won two VMA awards, and she had a considerably successful tour (The Mrs. Carter Show is not part of the 4 era so lets not). 4 wasn't a flop era any means, the album was a success, but FF had both album success AND singles success (something 4 didn't have).
