You have to be a huge megastar to pull in crowds every night in the same place, but all you need for an arena tour these days is a hit era.
Anyway im not sure Gaga is up there yet or would be able to pull off something like this, most residencies thrive on the casual fan that might like to see a show while they are in vegas anyway

The tickets are usually cheaper, Vegas is one of the most tourist centered cities in the US, the capacities are limited. A four night residency can total one sold out arena booking.
I mean, its not exactly hard, especially if you have an already established career.
