German pop/r&b band MONROSE debuted @ #3 and only sold in Germany so... that is not surprising. Utada only sold in Japan and also debuted @ #3
The thing is that why we can't count Carrie Underwood. People are only countdown the potential markets (Europe, Japan, USA). But the rest of the world doesn't count?
Beyoncé didn't sell good in Latinamerica. But people don't count Latinamerica
