It's not true that Ke$ha is taking part in it, but it's a show that almost all European countries participates in. It's different from country to country, but here in Norway ( + maybe Sweden )it's a lot of contestants competiting in 3 different "semi-finals" and then it's a finale when the 2 winners of each semi-final + 1 wild-card winner competes. The ultimate winner will compete against other European countries in a Eurivision Semi Finale (Unless you're from one of the countries that goes right to the finale)

Well she does need to promote in Europe if she did this though i would be very surprised as Eurovision is usually for artists who's best days are behind them or for pretty unknown acts. Well the UK always sends washed up acts so i presume it s the same for other countries?
The entering song is also not allowed to be a cover version, and is not allowed to sample another artist's work. All songs must be completely original in terms of songwriting and instrumentation, and may not have been released publicly before 1 September of the year preceding.
