Rihanna has won VOTY twice so she kinda is, but lowkey, cause she's never really had an ICONIC video apart from arguably Umbrella.
Gaga got passed up because her last hit album was 5 years ago, since they starting giving them out again they've given them in the middle of a successful era for the artist (Femme Fatale -not a huge era, but successful enough and Britney had been out for 13 years at the time and was still relevant/popular, it did make sense to award it to her-, 20/20, BEYONCE, Anti). She might get it next year if this album is a comeback though.
