Album sales aren't the same as they were in the 90's, early thousands. Plus, he is far less "Urban AC" than all of them. Regardless, everyone, including the people you've mentioned have agreed that he is the current King. Regardless of the decline in album sales.
And the Exclusive Era was huge in a more mainstream aspect. I don't recall any of them winning 'Artist of the Year' awards at mainstream platforms.
Plus, Confessions was Usher's 4th album, R was R Kelly's 3rd. They had established themselves far more than Christ had by his 2nd. And we all know why he didn't have any huge era's after that. If not for mollywhopping Rihfund, Chris could have easily garnered a "huge" era like the rest and was well on his way. (Maybe even a bigger one, considering he had more mainstream appeal than all three of them at that point in their careers)
