Why would "Legendary Lovers" not be released? It's the best song on the album and the only clear smash left after "Dark Horse". Her team would be stupid not to release it.
If the era had gone Roar ----> Dark Horse -----> Birthday, that would've been perfect. But I think she should have a different single for summer given now, Roar ----> Unconditionally ----> Dark Horse ----> Walking On Air or This Is How We Do ----> Legendary Lovers -----> Birthday.
If y'all think Unconditionally is a flop, This Is How We Do would flop even harder than it.
