The houseguests that have been evicted so far have gone home. The last 9 houseguests to get evicted make up the jury and get sent to the jury house. They will decide who wins the game.

They don't always bring someone back but when they do, only houseguests that have been sequestered are eligible. So Jace, Day, Jeff & Audrey aren't eligible since they've gone home.
Speaking of, BB15 & BB16's returnees were a waste. This season would have been perfect to bring a pre-juror back.
