Oh idk if anyone posted this yet, but I think I figured out why Telephone is charting on Japanese iTunes right now. If you go on the US home page and click the "Hit Songs" banner, Telephone is included on a compilation called "Pop Hits for Your Workout" So assuming Japan has the same year-end compilations, that's probably why.
