Apple said by the end of November so they have today, tomorrow, Thursday, or Friday to release it.

So iTunes 11 was going to be released by the end of October.. just like "Scream & Shout" was before...
then the song was moved to November and iTunes was moved to November...
This means Apple planned it all the time, they STAN FOR TAH QUEN.
