simon not signing his latest x factor act to Epic doesn't really mean anything. he signed Emblem3 to Columbia during last season and signed Fifth Harmony to Epic.
I'm only speaking hypothetically though tbh. Simon doesn't really matter in any context unless she were to sign with him but her being associated with him/x factor could help her with a label deal but realistically i could see her going to Epic even though that would be a tragedy.
RCA can be a mess as shown with Avril/Kelly Clarkson but if she does what Miley did and have material together before she goes to any label it could be a success for her.
also I agree that Demi deserves a break but she choose a really inconvenient time to do it. for Neon Lights to smash, right now is the perfect time to promo for it. if she knew she was gonna take the break she shouldn't have released it as a single at all. she was probably relying on X Factor promo to push it but that didn't work out that much.
back on topic though, congrats to Demi for the certification and idk there must be SOMETHING she can do promo wise to push this single while being on break. get it into like a TV ad deal or something. It's not dead yet but any kind of promo would help
