"Circus" didn't have to go #1 or be as big of a hit as "Womanizer" to prove she is owning right now.
It is still a hit. I don't see nobody else with back to back WW #1s, or back to back same amount of success as the previous single besides Lady Gaga and that's because she owns the Earth.
Point is, "Womanizer" & "Circus" = Both Hits. "If U Seek Amy" is already becoming a hit before being released as a single. She is ruling. Why is it so hard for you to understand? So damn hardheaded.
