I wouldn't be too worried--I don't remember how much radio played She Wolf, but it did peak at #11 on the Hot 100 (could've gone higher of course if they hadn't ****ed the entire thing up) so it must've had decent radio support. It's her first English single in years + we're 99% sure it's featuring Rihanna + it should be a killer song... I'm sure radio will give it a chance

Shakira's major problem with the "She Wolf" single is that she basically released the single, promoted 2-3 times at minor events, and then disappeared to her studio for a month when she should have been using that time actually promoting.

When she was ready to promote again, the single had peaked and was headed towards a decline.
Even now that she's had an extra year to work on an album that was already supposedly ready for release last Fall, she's still posting updates about how she's recording string sessions and vocals. She needs to just complete the album and focus on how she's going to sell it to the public.
Every Pop artist seems to come ready with elaborate stage performances (that change dramatically at every event), while Shakira seems to think that she can wow people with smiling and acting cute on stage. She wants to be a Pop star and she releases Pop music, but she drops the ball on the performance and promotion aspect when she suddenly decides to be really minimalist or cheap (cue Jaume De Laiguana videos).
