You sound like me. I usually would just wear eyeliner and mascara and lately i've been playing around with eyeshadow and lip colors. I don't wear concealer but a lot of people do.
I don't think so, just when you have bags under your eyes or a really ugly pimple but you have to apply it right, you don't wanna look like a raccoon Example:

If you are a beginner to make-up, stay away from it. Some people just don't know how to use it effectively without turning themselves into a full on martian in the process. The picture of Eva is prime example of a beauty that doesn't need to pound it on unnecessarily.

If you don't need it don't use it. I don't think concealer is necessary unless you have really bad dark circles or acne. If you have nice skin I would recommend staying away from the foundation.
