Britney's performance was pretty good... but the fact that she shamelessly lipsynched for her life throughout the whole performance just takes the credit for her...
I know it's her thing to lipsynch and all but it's still pretty ridiculous... It completely takes away her credibility and respect...
Gaga's performance was OK... just bleeding doesn't make it iconic...
Beyoncé shut it down. No one was here for the rest of the show. They could just end the thing.
Twitter was on fire with every celebrity twitting about how good it was... she had the first lady talking about her, Barbra Streisand, Bono, Stevie Wonder... she got her award... she thanked Latavia and Letoya... it was an amazing moment that she backed it up with a stellar performance...
Yet the press didn't even care that she lipsynced during that performance.
You could clearly see the audience going 'WOW' at the end of Gaga's performances. Seeing it now, you might not get its appeal fully because you are used to her craziness, but at that time it was the most exciting thing ever. I never got the appeal for the Britney performance, or with putting a giant snake on your shoulder.
Huh? "Just Dance" and "Poker Face" were already global #1 hits. How is her performance on an American awards show Gaga's worldwide push?
FYI, the VMAs air WW, and the majority of her stan-base (WW and american) agrees that thanks to this performance they started stannig for her and so did i. Perry has huge hits in the US still.. She's not very WW.. So your point is dismissed..

So is your anecdotal evidence, which reflects absolutely nothing about actual measurable success emanating from that one performance.
In terms of the actual performance and not the media coverage that followed?
Beyoncé > Gaga > Britney
EDIT: Didn't fully read the OP. Adding some more:
In terms of impact? Gaga > Britney > Beyoncé
I personally believe none of these performances will be remembered 20 years from now by anyone other than former diehards. Also, Bey and Gaga's performances happened fairly recently (extremely in Bey's case) while Britney's occurred in 2001 so it would basically be pointless to compare them on the term of relevancy down the line.
Gaga's popularity exploded after that performance. That's a fact.
No, that's your opinion. You have not offered me one shred of legitimate evidence, especially because she had already has three hit singles months before that performance ever happened.
The question is not which performance is best, it's which performance is most likely to be remembered 20 years from now. And I think the one that is still being talked about 11 years after the fact is definitely the best bet.

There's tons of threads proving this point, i'd take the time to drag you, but i'm on my phone and kind of in the middle of something, see ya

However, regardless of your standom it would be great to be objective...for instance if ppl put up Britneys 2007 performance up against these two I'd have to then go with beyonce...sure it wasn't original but it was good without trying too hard. Brit and bey made test performances looking flawless and executing it effortlessly...gaga did great but in comparison to the other too seemed so needy for an epic moment.

The OP actually asks which performance is better, too.
