I believe a strong case could be made for all of these songs. Run the world I honestly believe is becoming her biggest classic. It is referenced every year on International Women's day, and has become a classic used in news segments whenever women show their power. It gets amazing recurrent plays and everyone seems to know and reference it. It's something people will use as a caption on a daily basis and everyones knows what it's in reference to. Listen is just one of those songs that has become a classic due to its constant use on singing shows to showcase their talent and that they can serve power vocals. Formation because of the Super Bowl, Flawless for the references etc.

I think Rihanna has more hits and a larger number of well known songs, however I believe Bey's signature songs reflect her legacy well and are referenced and or used more now and in the future.

Anyways Rihanna has a TON more hits than Beyoncé, but Beyoncé's hits are always more impactful culturally and musically. Crazy in Love, Single Ladies, Irreplaceable, Survivor, Say My Name, Independent Woman, and Bills, Bills, Bills are songs that will never be forgotten. Rihanna's single tend to be very quick and only her very recent single is ever remembered. Right now "Work" has impact, but it will soon be forgotten.

Beyonce probably doesn't have 15 #1 singles, because she doesn't make quick, generic, trendy bops. Her songs reached the #1 spot because they were meaningful, impacting and every single one has left a MAJOR mark in her career. 16 years later, Crazy in Love is probably more well known than any Rihanna song known to man, and it's still very iconic. Having multiple #1 singles doesn't mean anything if they're easily forgotten.

All of her #1s are basically her signature and most memorable records. These are still relevant today. Beyoncé hardly has any "forgettable" hit singles. They've all left some kind of mark and were highlights in her career.
