I think the relevance of sales will depend on whether several major artists continue to be excluded from streaming services.

the criteria should be
50% - Sales
40% - Radio
10% - Streaming

That's probably roughly what it is right now. Billboard said the biggest factor in the charts atm is still sales.

I wish in some way they could count illegal downloads as sales. I mean even if they did 2 downloads = one sale. That would be a much better gauge of how popular songs/albums are. Unrealistic but i still wish

If it's true that they get the number of streams each week and use a multiplier to get the "points", then surely in a few years time when the #1 streaming song is getting 5 million streams per week or whatever, then it'll count a lot more to the Hot 100 naturally.
It's just the same as what happened with downloads. When they were introduced in 2005, they didn't have that much of an impact, but by 2008 after digital sales had gotten really big, it ended up being the dominant factor in the chart.

Billboard would have to balance their chart more for that to be a possibility. They tend to be inflexible with that, mainly because the music industry does not take to changes very well.
I'd imagine the major label record companies are furious about streaming being a component, because now, that's even less of something that they control over. The only control they have is to withhold their artists from these platforms, which... As we have seen with Taylor Swift and Justin Bieber, only serves to hurt their artists chart positions more than it helps them.

Major sellers like Taylor, Adele, and (to a somewhat lesser extent) Gaga will probably be left off for a while. And when that shows to hurt their chart positions overall, the record companies will have to cave in.

I'm really hoping Gaga isn't left off at all, I don't need anything else threatening her Hot 100 charting capabilities.
Plus, she might push for her material to be included since it would benefit some of her fans who don't use iTunes or Amazon.

In the end, the record companies are rather shortsighted and probably don't really recognize that what they're doing does more harm than good. They can't use payola to push a a song up the streaming charts like they do with radio.
Interscope have not been showing themselves to be on a good wavelength lately, seeing how they sabotaged Nelly Furtado and Madonna's eras just recently. They aren't even pushing enough for Carly to have a true follow-up hit, so...

She is currently, but not all-time, I don't think.
Eminem, Dr. Dre, The Black Eyed Peas and Tragic Kingdom-era No Doubt have all brought them more commercial success, and Timbaland was the biggest producer in the industry for a good couple of years.
