The truth is, most anime and games out of Japan do not explicitly feature "Japanese" people even if they take place in Japan. They often use characters that look western. Motoko has a Japanese name, but she has been depicted all sorts of ways, including with more Western features. I'm not here for whitewashing, but it seems like this situation with ScarJo is being blown out of proportion.
