Billboard doesn't use Mediabase numbers.
Usually it's artists, labels, and radio stations that have accounts.

I'm pretty sure no "newbies" have Mediabase accounts. If they do, then they are obviously not newbies to the music industry.
Also, there used to be one that leaked and everyone was able to go in. However, it has been shut down. We don't want the same thing happening to other accounts. Would you rather have one person who can view info and give it to everyone without being traced or a thousand people going to get information and have it closed in a few short weeks?
Also, people who were complaining about Kworb not getting to the top 50 on his usual time need to learn that it is 100% FREE to view the top 50 here:
http://www.allaccess.com/ - Just sign up and everything is free. I'm not joking. You get a lot of information from them, too.

Congrats to Rude Boy which is about to become Rihanna's most successful radio song ever, and second biggest hit in the US ever!

Well, "Shut Up and Drive" and "Russian Roulette" weren't big hits. "Disturbia" peaked at 85 million, but that's because it peaked at different times on different formats. "Rude Boy" is fortunately peaking at all formats at the same time, resulting in a much higher peak. Although, as it has been stated time and time again, longevity > peak.

The panel was larger back then. Today, the pop panel, for instance, has 140 stations. Back then, the panel was over 180! Same goes for most other formats.
