The Monsters are so disorganized; half of them count TFM as a new album and half of them count it as a re-release.
Personally? I think it's a new album. It spawned 3+ singles and was even nominated for album of the year at the Grammys (separately from The Fame). I don't think a simple re-release would have that honor. Gaga and her team must think of it as a new album because they're the ones who submitted it!
So, 4 albums (as Lady Gaga) vs. 3 albums (as Katy Perry)

Gaga's first two albums were huge, which is where the bulk of her lead comes. However, where Katy is still increasing, Gaga is already decreasing. Right now, Katy is the Queen.
