ergo you cant tell unless you know the story and honestly as long as its not pertinent to the story or if they dont tell you at all it doesn't really matter
the problems come when you try to cast this
as this
or even worse
as this
it just doesnt flow and throws of the visual and makes it look fake
its fine to cast a white guy as light but that guy looks nothing like him. also there are whiter looking characters you could cast a white person as such as Mello
that said its a good rule of thumb to keep coloured people as coloured people because they dont get much representation but that doesn't mean they should be handed the role
im glad J.law was cast as Katniss even tho technically it should have gone to someone with a darker skintone. she was fantastic. Im also glad Rue was cast Black because that was a plot point any other type of person wouldn't have ruined that but it would muttle what they were alluding to. I dont think casting other races is a big deal as long as they look like each other. the problem is it's not a two way street yet.
