Well, let me explain this again
If another radio format that didn't support the song at first starts playing it a lot, then it will be able to rechart regardless it has been already more than 20 weeks before falling off the chart.
That's what "going recurrent" means.
In example: Jason Aldean and Kelly Clarkson - "Don't You Wanna Stay", they went recurrent because the spent more than 20 weeks on the chart and fell lower than the 50th position, weeks later another radio format started playing the song, and it reentered the Billboard Hot 100 in a position higher than the 50th.
But if a song spends a year out of the chart after going recurrent, then it cannot rechart, even if a lot of radios starts playing it. In example: Mariah Carey - "All I Want for Christmas Is You".
