Totally agree. I'm also confused as to how they actually found time to present the technical award winners on the show but yet somehow still managed to completely forget Breakthrough Video and only announce the winner online...
And as far as there being four nominees: That's not TOO rare. In fact, most of the categories in 1995 had only four nominees. I think that is what they do when there is such a noticeable difference between votes that the top 4 nominees and the rest (when they're doing the first phase of voting) that it wouldn't be fair to nominate any other video (as it obviously has no realistic shot at winning).
The opposite is when there isn't much of a difference between the top 5 and, say, #6+ that they have to have more than five nominees per category (as they all could realistically take the award then next round of voting).
