Pretty much.
Age has nothing to do with radio play. Age of career does. Britney has been around for a long time, it's not unreasonable for radio to have moved on to newer artists. Most new artists are younger people.
Sia had a Hot 100 #1 this year @ 40, because the age of her career by the perception of the US public is like 2 years.
With all that said, I really don't think it's impossible for Britney to get a radio hit in 2016, they'll just have to work hard for it.
