Yes, you get one depending on your starter:
Articuno if you choose Chespin
Moltres if you choose Froakie
Zapdos if you choose Fennekin

Gardevoir has more variety in its move pool with Psychic/Psyshock , Thunderbolt, Moon Blast, Shadow Ball, Magical Leaf etc. So, I'd choose Gardevoir. Unless you really want a Sylveon. But they both function well on the team since Gardevoir gives that Psychic type.
And yeah, Lucario > Gallade
3. I don't have a grass, flying, or ice Pokemon because I don't like any that I've encountered so far. Should I get one, or just teach those moves to one that I use? Should I level up a Skiddo?
Teaching those moves to Pokemon is always good if you don't like any particular Pokemon of that type. For a Flyer, well only really needed if you need fly, you don't really need one.
