I'm not sure what the 24.8m figure is but I assume it is retail sales.
The music industry/record labels etc use shipments as number of albums sold. The "conservative" estimate for 21 is now 26m shipments, roughly as follows:
US. 10.5m
UK. 4.8m
Rest of Europe. 6.2m
Canada. 1.5m
Australia. 1.0m
Latin America. 1.0m
Rest of World. 1.0m
Some sources like Mediatraffic do have the total higher however at around 28m. What's certain is that the album is well past 25m in shipments (which is as I said what the music industry uses as 'sales').
There's an interesting thread on UK Mix which showed that, if we exclude the US and UK, 21 has sold around the same amount as Thriller worldwide in its first 2 years (~12m worldwide). Thua despite being released in the digital era. In fact it's only because of US sales that Thriller sold more than 21 in its first 2 years (35m vs. 26-28m).
