She played an instrument on the track. How does that mean she's close with Katy or her team in any way?
Everything make sens now she pushed back the single cuz she didn't have time to promote it and now she has Superbowl,Grammy and Bet Awards Performance the smash is on lock

Yeah but she never planed that TIHWD and Birthday will be such an underperormed singles and she learned that single without promo is dificult to smash not every song is a Dark Horse...when Superbowl chose her she saw a chance for another smash hit with promo and possible #1 hit...plus the Grammy is near and Bet Awards on Europe...
It would make a lot of sense to wait until a new season of promo to release a new single actually. It would be such a waste to not release SOMETHING this spring.
if it was scrapped after that, I highly doubt she got the memo.
