Nope. It's based mostly on airplay but sales play a part too. NIP blocked Party's #1 because it was Top 20 on iTunes... Party was in the Top 200 at the time...

I just checked. It's based solely on airplay. Actually, all big radios were playing NIP. Though the spins of "Party" were higher, its AI was less than NIP.
