I suspect that extra half a mill consists of pop culture fans in the UK. He was quite the tabloid sensation for a while (and UK tabloids are quite relentless).
Based on what I've gathered being a 1D fan and scowling twitter/tumblr, the boys don't have that big of difference in popularity.
