Aside from the fact you said yourself Gaga is still 'rising' - and for the "legend" part you reminded me of Aguilera's stanbase - TC is talking about ATRL's history, in which Britney played and plays a KEY role, so I don't see the point on using the "outside" relevancy as point, even if, like Rico very well pointed it out, Gaga benefited majorly from the social media boom.
Back to ATRL, Gaga has had, if we are to be objective, one year and a half here. I guess there's no need to remind you or anyone since when Britney and her fans dominate this forum. But like I said before, Rico has already spilled the TRUE TEA, so...
