I don't think the fact that she re-released Teenage Dream is what would be stopping her from re-releasing PRISM, many artists re-release multiple albums, sometimes all of their albums (like Ellie Goulding with '(Bright) Lights' and 'Halcyon (Days)'.)
I think it'd be more to do with the fact that only 2/5 singles were mega-hits (in comparison to Teenage Dream's 6/6)... things could have been different had the era been handled differently, but oh well.
If Katy DOES re-release PRISM now it'd really be a risky move considering the original album didn't perform as well as they'd probably hoped, and they'd be relying on the lead single from the reissue to be a MASSIVE song like Roar and Dark Horse in order to make it worth while.
Then again, if she doesn't re-release the album, the Super Bowl/Grammys will be SUCH a wasted opportunity for promo and releasing a sixth PRISM single six months after the last one (either LL or WoA more than likely) would be a very risky thing to do, as it'd probably flop hard since it's been out for so long anyway.
I'm honestly worried for the Super Bowl now because either way there will be risk or disappointment.
