Can someone properly explain what's going on with PNP?

We got Willy saying it got 8 adds but it wasn't sent for pop adds when he checked.
Then, we have Maxx declaring it's official add date was today and pulling out receipts.

What is actually going on?

And, for people confused, it was sent to pop again today and it got eight pop adds in total.
