They've already begun writing, they start developing the overall story and concept in February, and get into the writers room in March. I'm pretty sure the majority of the first script is written, considering they have about 7 scripts done once shooting commences.
Not saying its true, but they know quite a lot about the season at this stage.
I'm just saying, literally all we know about Hotel is that it's called "Hotel" and obviously set in one, and that we have 5 cast members (Gaga/Matt/Cheynne/Wes/Chloe).
Any "insider" this early is fake. Try again in the summer; then it's at least quasi-believable, because writing will have commenced and production will start soon then.

Murphy already announced that the Magic Mike actor has checked into Hotel. And the thought of Wittrock showing up to let Bomer return the favor (and cruelly end his character’s life, after stripping him down to his undies) is not lost on the actor. “That might be in the cards,” Wittrock says playfully.
While I didn't like Dandy (it felt like he became a bit of a parody as the season went on), I'd like to see Finn come back and do something with some more depth to it.
